Requesting the United States Congress to accommodate Alaskas                   
unique wetlands circumstances by amending the Clean Water Act to               
modify the wetlands regulatory program and to recognize Alaskas                
outstanding history of wetlands conservation, was enrolled, signed by          
the President and Secretary, Speaker and Chief Clerk and the                   
engrossed and enrolled copies transmitted to the Office of the                 
Governor at 4:50 p.m., April 29, 1997.
